You apply through the points-based system based on your skills, experience, age, and English proficiency. However, employer-sponsored visas like the TSS (482) do require a job offer from an Australian employer with a valid sponsorship licence.
Yes, many work visas offer pathways to Permanent Residency (PR). The Subclass 189 and 190 are already permanent visas. The Subclass 482 (TSS) medium-term stream can lead to PR through the Subclass 186 after 2-3 years. The Regional 491 visa can transition to PR through Subclass 191 after living and working in regional Australia for 3 years.
The minimum requirement is "Competent English" which is IELTS 6.0 in each band. However, higher scores earn more points: IELTS 7.0 in each band (Proficient) adds 10 points, and IELTS 8.0 in each band (Superior) adds 20 points. Some occupations may require higher English levels.
